How do casinos/sports betting arenas do this legally? How can it be legal/consitutional to just limit gambling to a handfull of businesses and not others?

    the state decides wether or not gambling is financially sound. delware is close to passing legal sports gambling in their state. you must first get a large majority of the state to agree to gambling.

    another way you can do this is create a website that allows you to bet on sports and pay’s out, however you need to do this overseas where is it allowed.

    depends on state law what the definition of ‘gambling’ is. for example, gambling is illegal in California, but card rooms are allowed. the card room gamblers play a flat rate and "rent" tables for ~20/hour per player. since they don’t pay a rake, it’s not gambling.

    in hawaii, gambling is also illegal. however, the definition here is "a game of chance." therefore, pachinko-style gambling machines, where the outcome can be influenced by a skilled player, is allowed.
